Marvin L. "Buzz" Oates

Founder

Mr. Oates has been a major factor in the growth and development of the Greater Sacramento region for over 50 years. During that time, Mr. Oates has built companies and developed more than 50 million square feet of industrial, office and retail space. Mr. Oates was the founding Director of American River Bank, serving in such capacity until 1990. He was also the driving force and founding shareholder behind the creation of Five Star Bancorp, for which he is currently a Director. Phil Oates

Charitable Foundation

Mr. Oates is the oldest of Buzz Oates' five children. Raised in Sacramento, California and a graduate of Rio Americano High School, Mr. Oates is an integral part of the operations of The Buzz Oates Group of Companies. A graduate of Bethany College with a teaching credential, Mr. Oates joined his father in 1978. Mr. Oates manages The Buzz Oates Charitable Foundation and is the Chairman of the Board for the UC Davis MIND Institute.

Larry Allbaugh

Capital Markets

Mr. Allbaugh has worked with The Buzz Oates Group of Companies since 1991. He oversees the finance and legal activities of the organization. A graduate of Vanguard University where he earned a Bachelor of Arts degree in Management and Marketing, Mr. Allbaugh also holds a Masters Degree in International Management from Thunderbird, The American Graduate School of International Management. Mr. Allbaugh has also acted as a Board Director for River Oak Center for Children, and is currently a Director of Five Star Bank and a Director of the Vanguard University Foundation. He is also a Member of Lambda Alpha International, The Urban Land Institute, and the National Association of Industrial Office Properties.

Kevin Ramos

Buzz Oates Real Estate

Mr. Ramos has been with The Buzz Oates Group of Companies since 1995. He manages all asset leasing, acquisition, disposition, portfolio marketing and new development activities. Prior to joining the Buzz Oates Group of Companies, Mr. Ramos worked for 8 years with the Capital Markets Group of CB Commercial. He is on the Board of Trustees of Jesuit High School and is a member of NAIOP National Forums, ACRE and ICSC. He is a graduate of the University of Nevada.

Jack Spiegelman

Buzz Oates Management Services

Mr. Spiegelman has been with The Buzz Oates Group of Companies since 1987. He manages the property management division, Buzz Oates Management Services, the largest property management company in the greater Sacramento area. He is a graduate of Oregon State University with a BS in Accounting, and served as a past President of Pi Kappa Phi fraternity at OSU. He is currently serving his second term as President of BOMA and is on the Board of California BOMA.

Michael R. Stodden

Buzz Oates Construction, L.P.

Mr. Stodden joined The Buzz Oates Group of Companies 1998 as Chief Operating Officer. He oversees operations of Buzz Oates Construction, L.P., a $75m revenue general contractor. He also oversees the Human Resources and Tax Consulting/Compliance departments for the company and its 40 related partnerships and joint ventures. Mr. Stodden was the founding shareholder/director of Five Star Bancorp and is currently the acting Chairman of the Board and Chairman of the Loan Committee for the Bank. Mr. Stodden is an acting board member for Valley Aggregate Transportation and acting Vice Chairman of the Board for Make-A-Wish of Northern California. He is a past board member of El Macero Country Club. Mr. Stodden is a graduate of Golden Gate University with a Master's Degree in Taxation. Mr. Stodden graduated from CSU Chico with a BA degree with emphasis in Accounting. Mr. Stodden is a licensed CPA within the State of California.
